Upgrade Schema and Config

Upgrade from Senzing v3 to v4.

Upgrade the schema first, then the ER configuration.
Upgrading the ER configuration first saves successfully, but the engine will fail to initialize with SENZ7226 | Incompatible datastore schema version.
Upgrade Schema to v4
Update the entity repository database schema (sz_dbtool in 4.4.0 and later, sz_dbupgrade earlier).
Upgrade ER Config to v4
Update the entity resolution configuration (sz_configtool in 4.4.0 and later, sz_configupgrade earlier).
